A Scheme of Compensation System for Farmers` Accidents in Korea

Abstract
This study explores the characteristics, validity, and adequacy of ¡°social security system¡± in regard to farmers¡¯ accidents in Korea, based on the structure and framework of social security system -applicable targets, finances, benefits, and management and administration. To establish a scheme of compensation system for farmers¡¯ accidents, however, it is necessary to make a distinction between the agriculture and farmer protection, to understand unique attributes of farmers¡¯ accidents differentiated from general industrial accidents, and to consider connection with other social security systems. This study suggests that compensation system for farmers¡¯ accidents should be independent from the existing industrial accident insurance and complemented by other social insurances. Applicable targets of the compensation system has to include all farmers in principle but the coverage limits to part-time farmers. Finances are a mixed system to combine insurance premium and government assistance. It is more appropriate that the type and level of benefits is similar to the current industrial accident insurance but places priority on economic security for keeping farmworks, such as cost for using temporary farmers, rather than income loss. In terms of finance mode, pay-as-you-go would be better because it is capable to immediately provide security with the introduction of the compensation system. The compensation system might be managed and administrated by the existing nationwide organization.
